School doesn't participate in federal student aid/loans?

i go to a community college and i recieve the pell grant. the pell grant however doesnnt cover everything so i was going to apply for a subsidized stafford loan. i went on sallie mae to apply and when i put in the name of my college it said the financial aid counselors complete the info. Does that mean that my school doesn't do stafford loans,etc? If not what other options are available. Im 20, little credit history, single parent/ low income,no cosigner available. WHAT DO I DO!!!!!!!!!!
